W6_AFS_ Managing Small Project: Omniclass 3D WBS

Problem Recognition, Definition, and Evaluation

The new project has been established with name Water Pre Treatment Package Project. The Project objectives are:

  1. To ensure there is no solid particles carry over from water well to WTP
  2. To increase potable water production capacity
  3. To reduce time for backwash activity
  4. To Prevent RO membranes damage due to contamination in its feed water

During Development, Operation people defined that to achieve all of project objective above, we shall install pre-treatment unit at Upstream of WTP. This week blog, we will create Omniclass 3D WBS as one of alternative for this project

Development of The Feasible Alternatives

OMNICLASS is a strategy for classifying the entire built environment. It is designed to provide a standardized basis for classifying information throughout the full facility life cycle from conception to demolition or reuse, and encompassing all of the different types of construction that make up the built environment.

3D WBS is a theory that tell us that WBS includes three main dimension: the zones (GBS), the products (PBS), and the activity (ABS). The Fourth Dimension is the organization (OBS) which is extended from Resources (RBS).

Development of The Outcomes For Each Alternative

Following are 15 inter related Omniclass table:

  • Table 11 – Construction entities by Function
  • Table 12 – Construction entities by Form
  • Table 13 – Spaces by Function
  • Table 14 – Spaces by Form
  • Table 21 – Elements (includes Designed Elements)
  • Table 22 – Work Results
  • Table 23 – Products
  • Table 31 – Phases
  • Table 32 – Services
  • Table 33 – Disciplines
  • Table 34 – Organizational Roles
  • Table 35 – Tools
  • Table 36 – Information
  • Table 41 – Materials
  • Table 42 – Properties

All of the table above can be plotted as a parralel axis of the three main axis of the project cube

  • GBS    : Table 13, Table 14, or Table 21
  • PBS    : Table 11, Table 12, Table 23, or Table 36
  • ABS    : Table 22, Table 31, or Table 32
  • OBS    : Table 33 or Table 34
  • RBS    : Table 35
  • Task    : Table 41 or Table 49

Selection of Criteria

The WBS includes the following characteristic:

  1. Is Product-oriented
  2. Includes all work
  3. Support historical cost collection for future cost estimating purposes

Analysis and Comparison of The Alternatives

The Following will be used for WBS development:

  1. The WBS should represent the complete list of deliverables for the project
  2. Deliverables should be decomposed to the level of detail needed to estimate the effort required to obtain them
  3. Ensure That each WBS element has a single point of accountability
  4. All significant reporting events (such as review meetings and monthly status report) should be included in the WBS
  5. WBS development is critical to scope management. Revisit the WBS often and expect to iterate its development
  6. Keep a list of activities that are out of scope. Confirm scope with stakeholders often by reviewing the WBS and the list.
  7. All Projects require a project management WBS element to ensure that the work of planning, tracking, and reporting is managed

Selection of The Preferred Alternatives

We will try to create 3D WBS with using Omniclass table as reference.

Geographical Breakdown Structure (GBS, Locations or Functional zones)

Product Breakdown Structure (PBS, Products or Functional System)

Activity Breakdown Structure (ABS)

Organization Breakdown Structure (OBS, extented by the RBS, fourth dimension)

Performance Monitoring and Post-Evaluation of Results

Based on exercise above, we found that omniclass WBS is compatible with 3D WBS. Omniclass table is providing more detail WBS and more valuable to run the project smoothly. The challenge is how to define what is WBS table fit to our project. Since the omniclass table was created based on infrastructure industry, it is slightly difficult to use the WBS correctly for Oil and Gas Project. We will try to compare this method with NORSOK Standard Z-014 on the following blogs.

  1. AWESOME Pak Fahmi!!! Nice job. Given the nature of your project (Water Treatment Plant) I SUSPECT that Omniclass will work better for you than Norsok Z-014 will for no other reason than Norsok is focused on OFFSHORE and near onshore, while Omniclass starts at the shoreline and covers everything inland.

BUT, you make the comparison and decide for yourself what will work best for YOU,

The important things to remember are:
    1) You want to select a STANDARDIZED coding structure and;
    2) It needs to be at LEAST 3 dimensional and;
    3) It must go down to Level 3 MINIMUM and Level 4 IDEALLY.

Looking forward to seeing your W7 posting!!!

  2. Thanks for the input Doc. After completing this blog, I have found that this topic especially 3D WBS is very interesting for me. Is it possible to change my paper into this topic? I plan to make 3D WBS as my basis schedule and would like to see the differences with what have I done before.

Have a nice trip by the way..
