We are now in the end of Concept Definition phase where the contract of EPC-I work will be delivered. One of the contracts requirements in the contract coordination procedure is to develop a structured breakdown of work which is measureable and well organized.
DEVELOPMENT OF FEASIBLE ALTERNATIVES
To accommodate the contract coordination procedure and project controlling purpose, Work Breakdown Structure is developed. Better WBS is when it can be seen from many point of view. It means, once we develop a WBS, different stakeholder can see the project from his / her point of view.
DEVELOPMENT OF OUTCOMES FOR EACH ALTERNATIVE
Referring to NORSOK Standard Z-014, there is at least 3 different point of view to the WBS. The point of view are from “Product Breakdown Structure”, “Standard Activity Breakdown”, and “Code of Resource”.

Produc Breakdown Structure (PBS), is a WBS that project product is the highest level of the WBS. In this case, it’s Topside & Utilities.
Standard Activity Breakdown(SAB), is a WBS that Standard Activity is the highest level of the WBS. In this project, SAB category is divided as per Table.1 below.

Code of Resource (COR), is a WBS that Code of Resource is the highest level of the WBS. In this project, COR category is divided as per Table.2 below.

SELECTION OF CRITERIA
A well Work Breakdown Structure must include all the work needed to complete the projects. Besides that, It must have, at least, below characteristic.
ü It is defined output not process.
ü It is hierarchical, top-down decomposition of output.
ü It’s lower level output is input to higher Level.
ü Normally, resources is included in the WBS
ü Theoretically, NO decomposition limit.
ANALYSIS FOR THE ALTERNATIVES
Above WBS must include all the scope of work in the project, hence:
- The WBS must be able to be used as a control to breakdown scope of work.
- WBS must cover all the deliverables to complete the the projects.
- In the Lumsump contract, WBS is also used as earn value representation breakdown.
- One WBS is dedicated to one scope of work.
- One WBS is performed by one or more activities.
- WBS is part of the contract documents.
- For additional scope, dedicated WBS will be developed.

PERFORMANCE MONITORING AND POST EVALUATION RESULT
Above Work breakdown structure is consistent until the end of the project unless new additional scope is defined. In that case, dedicated WBS will be developed.
Those 3 point of view above is not fixed and can be changed depend on the stakeholder need.
